PLCM Consultants
PLCM Consultants was a company run by Peter Middleton, a former sales and marketing manager who previously worked for Imperial Tobacco.[1]
The consultancy was dissolved in November 2013.[2]
Relationship with the Tobacco Industry
PLCM Consultants worked for the tobacco industry in the late 1990s and early 2000s.[3]
Middleton regularly attended meetings held by the campaign working group of the UK Tobacco Manufacturers' Association (TMA).[3][4] This included meetings to discuss strategies to weaken proposed tobacco advertising restrictions.[5]
It is unclear from the documents whether PLCM Consultants was working directly for the TMA, or for a TMA tobacco company member.
In September 2000, Ron Fulford, then CEO of American tobacco company Liggett Group but formerly employed by Imperial Tobacco, shared a tobacco market report with his Chairman, stating that it had been prepared “by our UK Consultant Peter Middleton”.[6]
